I should be glad of your observations on telegram of July 10th from Governor of Hongkong respecting situation in Kwangtung.
Intervention in the ordinary sense is out of the question owing to military and political con- siderations but, if conflicting parties should eventually apply to our local authorities for mediation, what in your opinion should our attitude be?
